Facts are on-chain verified Merkle proofs of account nonce and balance against block hashes (EIP-2935); anyone can submit one via FactRegistry.prove(blockNumber, header, account, accountProof). This is a state-freshness and threshold check, NOT a trust or sybil-resistance signal: the same capital can back many wallets, nonce is cheap on L2.
