Website Change Monitor

Scheduled monitor that fetches a target URL, normalizes content, computes SHA-256 hash, and detects changes vs prior snapshot. autoRemember persists the hash in KV so callers don't have to track state. SSRF-validated webhooks; per-URL cooldown; partner-scoped watchlists; scheduler runs every 6h by default.
